This really isnt an ide. Its just some html templates, but he didnt even link the css file.

I'm sorry, but how is this an IDE? Just three almost empty HTML files an a short readme file is not an IDE (Integrated Development Environment)

You call these HTML files editors, but they are just text files with a few lines of text each.

No editor, no IDE.
